Israel Survey 2025: Trends in Europe-Israel relations

Europe and the Middle East are undergoing profound transformations. But how are European decision-makers’ priorities shifting in response to this geopolitical turning point? ELNET’s latest edition of the Israel Survey provides answers.

Based on responses from more than 1,000 parliamentarians from 35 European countries, the study brings together – for the first time – the results of four separate survey waves conducted since 2022.

Stable Foundations
The foundation of relations remains stable. Despite ongoing political crises, an average of 70 percent of respondents rate their country’s relationship with Israel as good or very good.

Defense and security among top priorities
Support for defense collaboration with Israel has risen sharply across survey waves, reaching 66 percent in 2025. Cooperation on science and education forms the most stable cross-party consensus.

Antisemitism identified as an urgent and evolving threat
In 2025, 75 percent of participating MPs considered Israel-related antisemitism to be a serious problem in Europe, up from 57 percent in 2024.

Greater engagement in the Middle East and UNRWA under pressure
Over the years, around two-thirds of MPs support a stronger role for their country in the region. After October 7, MPs made clear that they consider the status quo regarding UNWRA as unacceptable.
